DHA-approved clinic premises in Dubai
For clinicians and investors looking for space to open, move or expand a clinic. What makes a unit licensable, where clinics cluster, leasing against buying, and fit-out basics.
A clinic unit in Dubai is licensable when five things line up: zoning for clinic use, a layout that meets the DHA Health Facility Guidelines, civil defence approval, MEP capacity for medical equipment, and parking; radiology adds a FANR licence. The DHA inspects before licensing. Inside Dubai Healthcare City the regulator is the DHCC authority instead. Last reviewed 22 October 2026.
What makes premises licensable?
- Zoning and permitted use. The building or plot must permit clinic use. Many retail podiums and commercial towers do; many residential towers do not. Ask for the permitted-use certificate first.
- DHA Health Facility Guidelines. Room sizes and adjacencies by licence category, infection-control flows, sterilisation, waiting and accessible WCs, staff areas. A dental surgery, a GP consulting room and a day-surgery theatre each have their own minimums. Source: DHA health regulation.
- Civil defence. Fire detection and suppression, escape routes, and a certificate before opening.
- MEP. Electrical load for imaging and sterilisers, medical-grade water and drainage, compressed air and suction for dental, HVAC with the right air changes.
- FANR. Any X-ray, CBCT or other ionising equipment needs a Federal Authority for Nuclear Regulation licence and shielded rooms. Source: FANR.
- Parking and access. Patient parking, step-free access, ambulance access for larger facilities.
- Waste. A medical-waste contract with a Dubai Municipality-approved provider.
Where do clinics cluster?
- Dubai Healthcare City and Phase 2. The free-zone medical district at Oud Metha and Al Jaddaf: hospitals, polyclinics, consulting suites. DHCC authority, not DHA.
- Business Bay. Medical-fit towers along Marasi Drive and the canal, dense residential and office catchment, mainland DHA licensing.
- Jumeirah and Umm Suqeim. Converted villas on Jumeirah Road and Al Wasl Road; many of the city's best-known dental and aesthetic practices.
- Dubai Science Park. Al Barsha South, medical zoning, laboratories and clinics, near Dubai Hills and the Al Khail corridor.
- Suburban podiums. JVC, Al Furjan, Dubai Hills, Arabian Ranches, Dubai South: retail-podium units serving a residential catchment.
Leasing or buying?
Leasing gives speed, lower cash outlay and flexibility; buying gives the asset, control of the fit-out and a DLD-assessed value that may count toward a Golden Visa if it reaches AED 2 million in your name. Commercial purchases carry 5% VAT in addition to the DLD's 4% transfer fee. A lease for a clinic should run long enough to recover the fit-out, with a renewal right and a landlord NOC for medical use and for assignment on sale.
Fit-out basics
- Brief and concept design to the DHA guidelines for your licence category.
- DHA drawing approval; Dubai Municipality and civil defence permits; landlord approval.
- Construction with medical-grade MEP; radiology shielding and FANR application where relevant.
- Equipment installation and calibration certificates.
- DHA inspection and facility licence; DET trade licence in parallel.
Timelines depend on the design-approval stage more than on construction. Budget months, not weeks, and do not sign a lease that starts rent before approvals are realistic.
Questions people ask
What makes premises DHA-approvable?
A location zoned for clinic use, a layout that meets the DHA Health Facility Guidelines for the licence category (room sizes, clean and dirty flows, infection control, accessibility), civil defence approval for fire and life safety, mechanical, electrical and plumbing capacity for medical equipment, adequate parking, and, for radiology, a FANR licence and shielding. The DHA inspects before the facility licence is issued. Reviewed 22 October 2026.
Is a retail shop unit enough for a dental clinic?
Often yes, in a building whose zoning allows clinic use and whose landlord agrees, provided the fit-out meets the guidelines: a dental surgery has minimum room dimensions, a sterilisation area, medical-grade electrical and water, and compressor and suction space. Ask for the building's permitted-use certificate before paying a deposit.
Should I lease or buy clinic premises?
Lease if you want speed and flexibility and the landlord will give a term long enough to amortise the fit-out (five years with renewal is a sensible floor). Buy if you want the asset, the DLD-assessed value toward a Golden Visa, and control over the fit-out; commercial purchases carry 5% VAT on top of the 4% DLD fee. Most first clinics lease.
What does a clinic fit-out involve?
Design to the DHA guidelines, DHA drawing approval, Dubai Municipality and civil defence permits, landlord approval, then construction with medical-grade MEP, radiology shielding where needed, and a final DHA inspection. Typical fit-out programmes run several months; the design-approval stage is the one to budget time for.
Does Dubai Healthcare City use the DHA?
No. Facilities inside the DHCC free zone, including Phase 2 at Al Jaddaf, are licensed by the Dubai Healthcare City authority under its own regulations. Mainland Dubai, including Business Bay, Jumeirah and Dubai Science Park, is DHA. The choice affects company structure, licensing route and referral networks.
